Printable Description of System At Work:

For water, gas, or electricity, a meter is installed in each rental unit
  connected to the SpeedRead transmitter.

The SpeedRead Transmitter reads the meter and converts the
measurement into a digital signal transmission.

SpeedRead Repeaters are placed at tactical locations to extend the
signal range. Because the SpeedRead system uses a low RF frequency
for data transmission, fewer repeaters are required than that of
  competing solutions.

A central SpeedRead Concentrator collects the data from the individual
transmitters, decodes the transmission, and stores the meter reads
   for billing.

Control software can be used by property managers and the re-bill and
collect company. It records consumption data, generates customized
reports, monitors for exceptions, and performs system maintenance.
SpeedRead offers three versions of meter data management software
to better suit your individual needs.

Typically, property owners contract to a re-bill and collect (RBC)
company for billing individual tenant according to actual consumption.
The RBC company presents the bill, collects, and tenders payment to
   the property owner.
